New Jersey developer to build industrial outdoor storage park in the Hampton Roads logistics market

Rampart Real Estate Partners has expanded its industrial portfolio with the acquisition of a 39-acre property in Chesapeake, Virginia, where the company plans to develop a large industrial outdoor storage (IOS) complex. The project is designed to serve businesses operating throughout the Hampton Roads region, one of the East Coast’s busiest logistics and transportation hubs.
The New Jersey-based developer purchased the site, located at the intersection of South Military Highway and Cavalier Boulevard, for approximately $9.8 million. The property will be transformed into Rampart Cavalier, a master-planned industrial development offering flexible storage and warehouse space for a variety of commercial users.
Plans for the project include dividing the site into eight parcels, with six primary development sites ranging from approximately 2.2 to 5.7 acres. Each parcel will feature a secured outdoor storage yard along with warehouse buildings ranging in size from 7,000 to 25,000 square feet. All facilities will be available for lease, providing flexible options for logistics, transportation, construction, and equipment-related businesses.
Construction officially began in June, with the first phases moving forward immediately. Additional sites within the development are expected to be completed between late 2027 and late 2029 as demand continues to grow across the region.
According to Rampart, the Hampton Roads market remains an attractive location due to its strategic transportation infrastructure, including the Port of Virginia, Naval Station Norfolk, and extensive highway connectivity. Company officials believe the area’s industrial sector will continue expanding as shipping, manufacturing, and distribution activity increases.
Industrial outdoor storage has become one of the fastest-growing segments within commercial real estate in recent years. These facilities provide secure space for storing trucks, trailers, shipping containers, heavy equipment, construction materials, and other commercial assets. The sector has attracted significant investor interest because suitable land is limited and obtaining zoning approvals for IOS developments can be challenging in many markets.
Rampart says the new development has been designed to address the shortage of quality outdoor storage facilities by offering flexible lot sizes, warehouse configurations, secure storage yards, and build-to-suit opportunities for future tenants. The company expects the project to serve a wide range of industrial users requiring modern storage and distribution space close to major transportation networks.
The transaction was supported by commercial real estate brokerage professionals from Colliers Virginia, who represented Rampart Real Estate Partners, while Harvey Lindsay Commercial Real Estate represented the seller, Baylor Corp., in completing the sale.
